Frosted glass is created by taking normal glass and then either sandblasting it or etching it with to burn the glass. The effect is that the surface still allows light to pass through but it is diffused into millions of different directions making it hard for humans to make out shapes on the other side of the glass.

It's also great for places where you don't want to see every single fingerprint or smudge on regular clear glass (Which again makes it great for shower doors and table tops or areas frequented by small children or pets).
